Supply Chain Management Assistant / Junior Buyer (Fixed-Term Contract: 1 year)

Salary R23 334 CTC per month (Global Grade 8)

About the Role:

Purpose

The SCM Assistant/Junior Buyer will assist the SCM Officer in the procurement and evaluation of goods and services through an RFQ process, in line with Treasury Regulations and the MTF SCM policy.

Key Performance Measures

Procurement Administration

 Procure goods and services through the RFQ and open bidding processes in line with Treasury Regulations and the MTF SCM Policy.

 Prepare and issue RFQs to suppliers.

 Obtain and verify supplier quotations and supporting documentation.

 Generate and process purchase requisitions and purchase orders.

Bid and Quotation Evaluation Support

 Evaluate received quotes in line with the PPPFA and BBBEE and SCM requirements.

 Verify supplier compliance with legislative requirements, including CSD registration, tax compliance status, and BBBEE requirements.

 Assist Bid Evaluation Committees with administrative and secretariat support where required.

 Prepare comparative schedules and evaluation reports.

Reporting, Compliance and Record Management  Report writing in terms of weekly monthly and quarterly procurement.

 Assist with audit requests and provide supporting SCM documentation.

 Maintain accurate procurement records and filing systems.

Customer and Supplier liaison

 Laise with internal and external customers regarding procurement requests and requirements  Communicate with suppliers regarding quotations, orders, deliveries, and SCM-related queries.

Desired Experience & Qualification

PREFERRED QUALIFICATIONS, SKILLS, EXPERIENCE

Qualifications:

 A minimum of NQF 6 qualification in Supply Chain Management or Logistics.

Experience:

 1 – 2 years’ experience in Supply Chain Management, Procurement, Logistics or Accounting.

TECHNICAL COMPETENCIES/PROFESSIONAL EXPERTISE

 Knowledge and practical application of public sector Supply Chain Management and procurement processes.

 Knowledge and understanding of the Public Finance Management Act (PFMA) and applicable procurement requirements.

 Knowledge of National Treasury Regulations, SCM Instructions and other public procurement prescripts.

 Understanding of quotation sourcing, evaluation and procurement processes.

 Ability to interpret and apply SCM policies, procedures and delegated authorities.

 Proficiency in using information technology and procurement systems to support SCM processes and maintain accurate records.

 Strong analytical skills, with the ability to analyse procurement data and information to support decision-making.

 Ability to maintain accurate procurement documentation and audit trails.

 Understanding of compliance, internal controls and segregation of duties within the SCM environment.

 Ability to identify procurement risks and escalate potential non-compliance appropriately.

LEADERSHIP COMPETENCY REQUIREMENTS

 Planning and Organising – Ability to plan, prioritise and coordinate assigned SCM activities to ensure that procurement requests and administrative duties are completed accurately and within required timeframes.

 Results Management – Ability to take ownership of assigned tasks, meet deadlines and deliver quality outputs in accordance with MTF SCM policies, PFMA and applicable Treasury prescripts.

 Teamwork and Collaboration – Ability to work effectively as part of the SCM team and collaborate with user departments and other stakeholders to support efficient procurement processes.

 Accountability – Takes responsibility for assigned duties, maintains accurate records and ensures that procurement documentation is complete and compliant.

 Initiative – Demonstrates the ability to identify tasks requiring attention, anticipate potential delays and proactively seek guidance or solutions where required.
